CITY OF CHARLOTTE UNIFIED DEVELOPMENT ORDINANCE | UDO

The Unified Development Ordinance (UDO) serves as the guiding document for land development in the City of Charlotte. As it is constantly changing and improving, REBIC’s goal is to ensure ongoing amendments, additions, and changes make sense in real world circumstances to better determine areas that need improvement. We encourage all those in our membership to read, review, and stay current with this document. Link to the UDO document here.

Housing Attainability

In addition to active dialog with policy makers and the staff in the counties we represent, the following represents active advocacy to advance these six strategies:

  • Expand Homestead Exemption – Raise the threshold for income qualification, and lower age threshold
  • Retrofit Existing Commercial Buildings – Increase flexibility for codes and local regulations
  • State Tax Credit – Use the Federal Low-Income Housing Tax Credit (LIHTC) as the model
  • Amend Housing Authorities Law – Move the 20% set aside for 60% AMI to 10% and 80% respectively
  • Expand Use of Accessory Dwelling Units (ADUs) – Utilize the Charlotte UDO
  • Address Role of Local Regulatory Burden – Expand the definition of affordable housing, enhance the review for affordable housing projects and administrative flexibility.
