REBIC (Real Estate and Building Industry Coalition) is a collaborative powerhouse of purpose and influence working to support a healthy real estate industry in the Charlotte region. Formed to take action on issues of concern to those engaged in real estate sales, land development, residential and commercial construction, real estate finance, and leasing, we seek to support and encourage public policy that results in a healthy, and consciously sustained real estate market in the region.
The majority members of REBIC are the Canopy REALTOR® Association and Home Builders Association of Greater Charlotte. The organization also includes representation from several leading and highly influential development firms as well as the Charlotte Region Commercial Board of REALTORS®, NAIOP Charlotte | Commercial Real Estate Development Association, and the Greater Charlotte Apartment Association.
Through the dynamic efforts of REBIC leadership and their representatives, employing the principles published in our REBIC creed, we commit to positively exert our rightful influence when formally engaged with local officials as they participate in the conceptualizing and implementation of laws and regulations that measurably affect the fiscal health of our regional real estate industry to ensure our voices are heard and respected.
We have been negotiating public policy issues on behalf of our members since the early 1980s, successfully resolving and encouraging the positive outcome of these areas of concern. Officially formed in 1987 to create a united voice to defend the industry’s rights in the face of constantly changing and often un-checked state and federal laws, regulations, ordinances and guidelines, and other public policy challenges, REBIC seeks to create the momentum needed to sustain a broadly beneficial and healthy real estate industry.
With over 25 years of public policy experience, Rob has developed a unique ability to quickly understand complex challenges and identify the appropriate solution and is known for easily guiding diverse parties with opposing goals toward common objectives. The foundation for this knowledge was honed by his time as a political Chief of Staff on Capitol Hill and a decade long leadership position promoting advocacy for the Colorado Association of Home Builders. The statements, “Be overprepared. Stop complaining. Let’s discuss solutions, not problems.” are three of his favorite phrases. He deftly operates at the intersection between soundbite platitudes and real-life-on-the-ground execution and believes that only when we examine true cause and effect can we expect to see meaningful change and achieve positive outcomes.EMAIL ROB
Larry Shaheen, Jr. has worked in politics, property, and development his entire life. From 2012 to 2018 Larry served as contract Chief of Staff to NC State Senator Jeff Tarte while also founding Carolina Political Consulting to consult elected officials across the region. During his time working within politics Larry assisted in multiple campaigns and advocated successfully for a number of real estate legislative issues. Practicing law since 2013, Larry comes from a family business background developing and managing commercial property all across the Southeast, where he has served as General Counsel with his family firm since his admission. Now Larry’s practice at McIntosh Law Firm includes the same level of personal service to residential and commercial property clients faced with property tax revaluations, real estate challenges, and public policy issues. Having helped develop, manage, and sell more than a million square feet of office, industrial, and commercial space, Larry is the perfect advocate for our commercial and residential real estate businesses.

David Coble is a Portfolio Relationship Manager in the Enterprise Finance division of Wells Fargo. David has been with Wells Fargo since 2017 and, prior to that, spent 15 years at Bank of America as a Program and Project Manager. David’s work was focused on technology integration associated with mergers and acquisitions. David began his professional career in 1999 with First Union after graduating from the University of North Carolina at Charlotte with a BA in Communication Studies and a minor in Marketing.
In 2013 David was elected as Commissioner at Large for the Town of Mooresville, NC and served until 2017. During that time David served on various committees including the Convention and Visitors Bureau, Nominating Committee and as the Board of Commissioner’s liaison to the Mooresville Graded and Iredell-Statesville School Systems. In 2014 David Co-Chaired the bond committee Our Schools First that successfully worked for voter approval of school bonds for new school construction and building upgrades for Mooresville Graded and Iredell-Statesville Schools.
Since 2017 David has maintained a Land Development consulting firm, guiding his clients in the development community through zoning and other land related requirements in Iredell County. David has helped facilitate governmental approval of hundreds of millions of dollars in commercial and residential projects as well consulted on land acquisition for multiple developers across Iredell County and Rock Hill SC.
David also maintains strong relationships with state elected officials, having consulted on winning campaigns as well as built working relationships with General assembly leadership.EMAIL David H.
Reagan joins us while currently serving on Larry Shaheen’s team at The McIntosh Law Firm, bringing an important set of powerful talents to REBIC. As a 2021 Honors Graduate of NC State University, she received 1 of only twelve highly competitive fellowship spots in the NC State Legislative Internship Program and went on to intern for the Honorable Harry Brown, the Former Senate Majority Leader in the NC Senate. She worked as a Government Affairs and Policy Fellow with the North Carolina Pork Council focusing on legislative policy, specifically, the NC Farm Act, and delving into administrative policies with the NC DEQ General Swine Permit update. Her experience was further honed while laboring on several local campaigns in Iredell County and on Judge Jefferson Griffin’s NC Court of Appeals Statewide campaign.
Most noteworthy is her passion for helping strengthen our strategic connections and recruit key players into REBIC. Her future plans are to attend law school and make a career in Commercial Real Estate, REVAL, and Business law.EMAIL REAGAN
