1.  Mooresville Tiptoes Toward Moratorium, Holds First Working Group Meeting

If you are planning to develop and build in Mooresville, pay attention to this. 
Last week the Town of Mooresville held its first meeting of the newly adopted Growth Management Working Group.  This body was established by the Town Board to explore the potential adoption of a development moratorium.  When doing so, the statute requires local governments to include the following statements in any such ordinance:

  • a clear statement of the problems or conditions necessitating the moratorium, what courses of action other than a moratorium were considered by the city or county, and why those alternatives were not deemed adequate;
  • a clear statement of the development approvals subject to the moratorium and how a moratorium on those approvals will address the problems that led to its imposition;
  • an express date for termination of the moratorium and a statement setting forth why that duration is reasonably necessary to address the problems that led to its imposition; and
  • a clear statement of the actions, and the schedule for those actions, proposed to be taken by the city or county during the moratorium to address the problems that led to its imposition.

My take:  Along with growth, there may be some initial pains as infrastructure improvements take time to complete.  However, attractive community amenities and long-term economic prosperity are only possible with a more significant population base.  Elected leaders need to keep this in mind as crucial decisions are made about the future and be less inclined to listen to the small but vocal hoards who want to shut the door of progress behind them.

My take:  Our website contains a lot of information designed to educate and motivate the reader, listener, or watcher.  If you think there are things we are missing or areas for improvement, let us know.

Bonus:  This is a reminder that Charlotte-Mecklenburg Stormwater Services is currently in the process of revising the BMP (Best Management Practices) Design Manual.

My take:  It seems only reasonable we be provided a redline version of the document.  As such, we have requested that one be provided and available for review as soon as possible.  It is imperative that you take a look at the proposed changes and weigh in now!
