Charlotte Promotes Debra Campbell to Assistant City Manager; Names Ed McKinney Interim Planning Dire


Charlotte City Manager Ron Carlee has named Debra Campbell as an Assistant City Manager, and Randy Harrington as the City’s Chief Financial Officer and Director of Management and Financial Services.

Campbell is filling the vacant position left by Eric Campbell. She was already serving as  a member of the City Manager’s Executive Team while also leading the Charlotte-Mecklenburg Planning Department as its director. Ed McKinney will become Interim Planning Director while a search is conducted for her replacement.

“Debra has served as an outstanding member of our Executive Team, and this is a natural transition for her to ascend to this role within the city,” said Ron Carlee, Charlotte City Manager. “She exemplifies all of the qualities Charlotte needs in a strong leader contributing a wealth of talent and knowledge to a strong foundation and helping to shape its bright future.”

As Assistant City Manager, Campbell will provide executive oversight for the City’s planning and transportation functions including the Planning Department, Department of Transportation, and CATS.  Appointed Planning Director in 2004, Campbell has been with the City of Charlotte since 1988. Campbell’s experience includes the fields of urban planning, transportation/land use integration, transit station area planning & development, neighborhood and business corridor revitalization, and housing and community development.

Prior to her service with the City of Charlotte, Campbell was with the Chattanooga Neighborhood Enterprise as a housing consultant and the Chattanooga Hamilton County Regional Planning Commission as an urban planner. Campbell has both a bachelor’s degree in urban planning and a master’s degree in public administration from Middle Tennessee State  University.

Harrington was Director of the City’s Budget and Evaluation Department and served as the Interim Director of Finance following the retirement of Greg Gaskins in July.Source: City of Charlotte
