The City of Charlotte is hosting a series of community engagement meetings to hear feedback on possible revisions to its Housing Locational Policy, which restricts the approval of new subsidized, low-income multifamily housing developments to city neighborhoods classified as ‘stable’ , in an effort to disperse low-income, subsidized housing and avoid the concentration of poverty. The policy applies only to those projects serving households earning 60% of Area Median Income or below, which make use of state or local housing subsidies such as the Housing Trust Fund.
The policy hasn’t been updated since 2011, and consequently has produced a high volume of waiver requests from developers planning subsidized housing in areas of the city that are gentrifying or transitioning. REBIC supports a more flexible Housing Locational Policy, and will work with City staff on the planned revisions, which may go to Council before the end of this year.
