On Thursday, March 13, 2025, Chad Von Cannon, Executive Director of the Water and Sewer Authority of Cabarrus County (WSACC) was the guest presenter for the LDC. With a full house in tow, Chad shared a detailed PPT presentation entitled: Expansion, Master Plan, and Facilities Plan. This included a close up view of the Phase 3 and 4 Plans for the Rocky River Regional Expansion, and an Inflow and Infiltration Study, plus a quick review of future challenges. The Water and Sewer Authority of Cabarrus County(WSACC) is an independent, incorporated, public body funded by user fees with no taxing authority supporting five jurisdictions in North Carolina: Cabarrus County, the Cities of Concord and Kannapolis, and the Towns of Harrisburg and Mount Pleasant.
WSACC is the primary planning agent for water and sewer facilities, provides wholesale wastewater transportation and treatment for its organizing jurisdictions, and provides reservoir management for some, or all, of its jurisdictions.
Chad Von Cannon is the Executive Director of the Water and Sewer Authority of Cabarrus County (WSACC). Chad is responsible for planning, directing and managing the operations and personnel of the Authority and is involved in setting policies and goals under the direction of the Board of Directors.
My Take: Slide #6 in Mr. Von Cannon’s presentation is entitled, “Phase 3 – completed on time and under budget.” You don’t see that very often when it comes to government related entities and that makes it great news. The positive side of things is the fact that there is new and existing capacity. The challenge appears to be in convincing local governments to dole it out for new residential projects. Even though many of the large scale commercial projects have been approved, which will continue to spur economic growth in the region, the challenge comes in housing the workers for those newly created jobs. Unless the local policy makers release some of the available sewer allocation to residential use, it will become increasingly difficult to encourage the expansion of existing businesses or to recruit new companies. Time will tell, but this is a decent first step.
Last week, the Trump Administration issued this memo, as guidance on Waters of the United States (WOTUS) in an effort to clarify the phrase “continuous surface connection.” We share it here for several reasons. First, it is important that we underscore and share information that clarifies confusion caused by other reports about the administration’s actions. Secondly, we recently reported on WOTUS and felt this update was important.
An official public notice through the Federal Register will be forthcoming.
My Take: For those following this story prior to the elections, our impression has been that once the Supreme Court made several recent rulings related to the issue of “Waters of the United States (WOTUS),” we could finally turn the page and have some certainty on the topic. Unfortunately, those waters were further muddied (sorry about the pun) when representatives of the former administration basically punted the issue during their remaining months in office. — Our feeling is that the issuance of this memo reflects the current administration’s intent to offer us clear guidance and my hope, and the ultimate goal in addition to reducing costs for the end user, is for this WOTUS Memo to provide a new level of certainty needed to move projects forward in a more timely manner.
